Affordable Colleges in Massachusetts: Tuition and Financial Aid

Colleges to explore

Massachusetts prices community colleges per credit and universities per program, so start with the published schedule rather than a headline number. Each row below gives the school’s route and the price basis it publishes. These are published rates, not whole-degree totals.

Conditions that change what you pay

• Massachusetts Bay Community College: the in-state $256 is $24 tuition plus a $232 all-college fee; the New England rate is $36 tuition and the out-of-state rate $230 tuition, plus the same fee. The New England rate is conditional — “NEBHE = New England residents may be eligible for reduced tuition.” Course and lab fees are billed per credit by subject, from $26.00 for Art to $82.00 for Nursing – ADN/LPN and $100.00 for Diagnostic Medical Sonography, so your total depends on which courses you actually take. Health insurance is listed separately and is waivable: “Annual (9/1/26–8/31/27): $4,806” and “Spring (1/1/27–8/31/27): $3,204.” The college itself says “Total cost varies by program, credits, and residency.”
• Middlesex Community College: the Fall 2026 rate is $24 tuition, a $207 institutional support fee, a $20 technology fee, a $10 facilities fee and a $2 student service fee; check the term you enroll in. Under the Fall 2026 table, non-Massachusetts New England residents pay $291 per credit and residents outside New England and international residents pay $523. Health insurance is a state requirement at 9 or more credit hours and can be removed with the college’s waiver form. The college’s free-college page says MassEducate and MassReconnect let Massachusetts residents who have not yet earned a bachelor’s degree attend with “No tuition. No fees,” and requires a year of Massachusetts residence, a high school diploma or equivalent, at least six credits each semester in an approved degree or certificate program, and satisfactory academic progress.
• Bunker Hill Community College: the $289 total column includes a mandatory $20.00 per-credit-hour First Day Complete book charge that you can opt out of during the opt-out window, so opting out bills less. Students in certain programs pay an additional $53.00 high-cost fee per credit hour, and applied music courses pay an additional $392.00 per course. Health insurance ($4,806.00) applies at 9 or more Fall 2026 credits, is not charged to students in web-only courses, and is replaced by a waiver if you have comparable coverage. Twelve or more fall or spring credits counts as full time, and the college says all fees are subject to change.
• UMass Lowell: a $30 term registration fee and a $60 undergraduate degree application are charged on top of tuition, and the health insurance policy does not apply to students completing their program entirely online.
• UMass Amherst University Without Walls: listed fees include a $100 enrollment fee, a $175 entering fee, a $175 program/advising fee each fall and spring semester, and an $85 registration fee. Prior learning portfolio fees are $1,370 for 15 credits or less and $1,970 for 16-30 credits. Federal financial aid requires at least six credits per semester and the FAFSA, and the FAFSA priority deadline for UWW students is May 1.

Start with tuition-free community college

MassEducate can cover community-college tuition and fees if you meet its residency, enrollment and other eligibility requirements. Start there before comparing the price you would pay without the program. Community colleges still bill some charges separately from that tuition and fee total: MassBay lists course and lab fees of $26 to $100 per credit by subject, and Bunker Hill adds a $53.00 per-credit-hour high-cost fee in certain programs. Ask the college’s financial aid office how a MassEducate award treats those particular charges.

Massachusetts state aid: three different programs

Free Community College (MassEducate)

The state’s Free Community College page states: “In Massachusetts, we’ve made community college tuition and fee free for all students through MassReconnect and MassEducate,” and “MassEducate covers the full cost of tuition and fees for all eligible students.” Tuition and fees are covered regardless of income. The page adds that some students may also get an allowance of up to $1,200 for books and supplies, depending on income and subject to funding; the income details sit in the state’s 2026-2027 Free Community College Guidelines PDF, so ask the college which thresholds apply to you.

Eligibility conditions are where most misreading happens. You must enroll as a matriculated student on a full-time or part-time basis (minimum of 6 credits per term) in an eligible institution and undergraduate program of study leading to a certificate or associate degree — a bachelor’s program is not included. You must also be a U.S. citizen, permanent legal resident, or non-citizen eligible under Title IV regulations, and physically reside in Massachusetts for at least one year as of the start of the enrolled term with intent to remain consistent with Board of Higher Education policy. You must not already hold a bachelor’s degree or its equivalent; someone who already has an associate degree can get help with one more associate degree. The page also requires filing the FAFSA (or the MASFA if you cannot file a FAFSA), meeting satisfactory academic progress, and not being in default on a federal or state student loan. It covers only the listed Massachusetts community colleges, and the state tells you to “Reach out to the community college where you are enrolled or intend to enroll.”

The Need-Based Tuition Waiver is a separate, need-tested program created in 1981 to offset tuition increases, used as a supplemental scholarship in campus-based financial aid packaging. Eligibility requires: physically residing in Massachusetts for at least one year as of the start of the enrolled term with intent to remain; enrolling in at least three undergraduate credits per semester in a state-supported undergraduate degree or certificate program; not having received a prior bachelor’s degree or its equivalent; and demonstrating financial need as determined by the federal methodology — not by a published table. Students must also not be in default on federal or state student loans or owe a refund on prior aid.

MASSGrant

The MASSGrant is a state-Legislature-funded need-based program for undergraduates. Approved Massachusetts institutions qualify, and so do approved associate- and bachelor’s-granting institutions in the reciprocity states the page names (Vermont, Pennsylvania and Washington, D.C.). It requires at least one year of physical residence in Massachusetts before the term starts, U.S. citizenship or eligible non-citizen status, full-time enrollment (at least 12 credits or equivalent), no prior bachelor’s degree or equivalent, and a FAFSA or MASFA (the page lists June 30, 2026 for 2026-2027). The award amount reflects financial need after accounting for the Student Aid Index (SAI) and all other scholarship and grant aid — so it is not a flat amount.

None of these is an automatic award. Each one has its own conditions, so confirm eligibility with the financial aid office of the college you plan to attend.

In-state tuition is set by the state, not the campus

Massachusetts handles tuition classification at the system level. The Board of Higher Education residency page records that on April 19, 2007, the Board adopted a systemwide policy governing residency status for tuition classification at Massachusetts public higher education institutions, effective July 1, 2007. The state publishes the residency policy, the in-state tuition eligibility form, and lawful-immigrant determination documents in one place. How to compare the community-college prices

The three community colleges above do not publish the same bundle of charges, so the per-credit figures are not directly comparable until you check what each one includes. MassBay’s per-credit number is tuition plus an all-college fee, and its course and lab fees sit outside that. Bunker Hill’s published total column includes a book charge you can decline. Middlesex lists tuition and four separate fees and lets you waive health insurance above nine credits. Compare the same semester, the same credit load and the same course types, because MassBay’s own note says “Total cost varies by program, credits, and residency.”

What to do next in Massachusetts

1. If you are enrolling at a community college, ask your financial aid office to confirm your MassEducate eligibility for the term you are entering — the free-tuition benefit is administered by the college.
2. If you are moving into Massachusetts, read the Board of Higher Education residency policy before assuming in-state rates.
