Wisconsin publishes no single statewide price. Technical colleges bill by the credit and by the kind of course, Universities of Wisconsin campuses bill by credit band or by a full-time annual figure, and one online route bills a flat subscription. Pick the route that fits what you already have, then read that campus’s own fee schedule for the program you want.

Two things decide a Wisconsin bill before any rate applies. The campus sets the schedule: Wisconsin does not publish one statewide per-credit price, so confirm the current year’s amounts on the schedule for the program you want. And your residency category decides the column — resident, Minnesota reciprocity, or the Midwest Tuition Rate that UW-Milwaukee offers to students from Illinois, Indiana, Iowa, Kansas, Michigan, Missouri, Nebraska, North Dakota, Ohio and South Dakota (UWM Tuition & Fees). A Wisconsin address alone does not put you in a category; the campus does that.

What sits beside each published price

• Milwaukee Area Technical College. The rate follows the course number range, so a schedule mixing transfer and career courses does not bill at one rate (MATC tuition and fees). A $5.00 per credit transportation surcharge, a $2.75 per credit academic support fee, a $17.25 per credit student activity fee and a $0.65 per credit graduation assessment are added, and the page states those fees are already inside the published totals. A $9.00 student ID fee and a $7.00 health fee are charged each semester from one credit upward. The same page estimates 12 credits of associate-degree or diploma study at $2,221.20 in tuition and fees, and 12 credits of four-year college parallel coursework at $2,684.40.
• Madison College. The rate follows the course type, not your degree intent, so a transfer student taking a career-focused course is billed at the career-focused rate (Madison College tuition). Minnesota students pay the in-state rate under a reciprocity agreement, and online and online-live classes are not charged the out-of-state rate. Fees are charged separately: a $15.89 supplemental fee for Madison or online classes, a $7 textbook rental fee, a $3.25 non-Dane County campus fee in fall and spring, an academic achievement fee of $1.53 per credit on career-focused classes or $1.92 on university-transfer courses, and a $38 commuter services fee each fall and spring.
• University of Wisconsin–Madison. The $12,416.09 and $45,931.60 totals are tuition plus the segregated fee only — the bursar lists them as $10,716.61 resident and $44,232.12 nonresident tuition plus a $1,699.48 segregated fee — and they leave out housing, meals, books and program differentials. Engineering, Nursing and Business majors pay a tuition differential on top; the financial aid office budgets $3,200, $1,500 and $3,000 for those three majors as part of its 2026-27 cost of attendance. Full-time undergraduate tuition covers a 12 to 18 credit band, so a load inside that band costs the same, and resident undergraduates who pass 165 completed credits pay a 100% surcharge on every credit over 165 (Bursar tuition and fees).
• University of Wisconsin–Milwaukee. UWM’s published amounts exclude “special course fees, distance education fees, or differential tuition that will be in addition to normal tuition”, so a headline tuition number is not the whole bill. Segregated (mandatory) fees are pro-rated below 8 credits in fall and spring (6 in summer), and students taking only fee-in-lieu-of-tuition (FILT) classes are not charged them. Fee level follows your admitted career level, so graduate students pay graduate-level fees for all courses taken, and non-credit courses are assessed the same as regular credit-course fees (UWM Tuition & Fees).
• UW Flexible Option. The $2,250 and $1,125 amounts are per subscription period, not per credit, so what a degree costs depends on how many periods you take and cannot be turned into a per-credit rate. The program charges no segregated fees, but textbooks and special materials are not included. The Bachelor of Science in Information Science and Technology is a 120-credit degree (Flexible Option program page).

Wisconsin aid is need-based and prorated

Wisconsin’s grants are administered by the Wisconsin Higher Educational Aids Board (HEAB), and what a student receives is need-based, residency-gated and prorated by enrollment, so it cannot be promised in advance.

Wisconsin state aid through HEAB

HEAB’s general rule is that to be eligible for Wisconsin state financial aid, a student must “be a resident of the state of Wisconsin,” have a high school diploma or GED, be enrolled in an undergraduate degree or certificate program, and attend a nonprofit college or university based in Wisconsin (HEAB Programs). HEAB adds: “See the individual program descriptions below for specific exceptions”. Some programs cover proprietary schools, graduate students, or some out-of-state schools, so check the program you are considering. Need is determined from the FAFSA, and students listed on the state’s child-support lien docket are barred from state aid unless they have an approved payment plan.

The Wisconsin Grant’s minimum and maximum awards are “set annually by HEAB”—HEAB publishes the amounts each year, so do not budget from a stale figure. Awards are prorated across four enrollment bands, which means the same student can receive different amounts in different terms depending on credits (HEAB Programs).

Residency-based pricing: Wisconsin’s reciprocity agreements

Wisconsin prices some out-of-state students through reciprocity rather than the standard nonresident rate:

• Minnesota-Wisconsin Tuition Reciprocity: “This program allows Wisconsin residents to attend public colleges and universities in Minnesota at in-state tuition rates instead of higher out-of-state fees, and vice versa.” Apply for certification through the reciprocity process before the deadline (HEAB Programs).
• Wisconsin also has reciprocity with specific community and technical colleges in Michigan, Illinois, and Iowa under statute s. 39.42, where participating students from both states pay the resident tuition rate of the institution they attend.
• At UW-Milwaukee, Minnesota residents can receive the reciprocity special rate by applying “for certification as a Minnesota resident,” and a discounted Midwest Tuition Rate applies to students from Illinois, Indiana, Iowa, Kansas, Michigan, Missouri, Nebraska, North Dakota, Ohio, and South Dakota (UWM Tuition & Fees).
• At Madison College, “Minnesota students pay in-state tuition, thanks to a state reciprocity agreement” (Madison College tuition).

What to do next in Wisconsin

1. File the FAFSA—Wisconsin state aid is need-based and determined from it.
2. Confirm your Wisconsin residency classification with the campus registrar before relying on resident rates.
3. If you are from Minnesota (or one of the Midwest-rate states), ask the campus whether reciprocity or the Midwest rate applies to you and how to certify it.
